Sometimes you can right-click: play to start streaming a flash movie before it's fully loaded.
Sometimes that doesn't work, but right-click: forward, and THEN right-click: play works.

Sometimes neither works. You're forced to wait for the preloader. This often happens when the flash has horribly long and large-sized uncompressed audio and bad coding, IMO.
This has been the case on the NG portal since 2003. It's nothing new. It's due to individual flashes, to how their creators made them, I'm sure. It may also depend on what version of Flash the author made the flash with, I'm not sure. There may be many factors.

One thing's for sure. There's no master on/off switch that an NG admin can throw to enable or disable it for ALL flashes in the portal, so your original post asking for that is quite silly.
